• Tko odbije vojsku, mora na civilni rok

    Od iduće godine u Hrvatskoj se vraća obvezno služenje vojnog roka. Prva generacija bit će mladići rođeni 2007. godine. No, oni koji zbog vjerskih ili moralnih razloga ne žele služiti vojni rok u Oružanim snagama, morat će u civilnu službu, kolokvijalno – na služenje civilnog vojnog roka.

    Dva su načina na koji se on može odslužiti. Prvi je u sustavu Civilne zaštite taj traje tri mjeseca, a drugi u jedinicama lokalne i područne (regionalne) samouprave, na primjer u vašoj općini, gdje traje četiri mjeseca.

    Služenje civilnog vojnog roka u Civilnoj službi odvija se prema strožem režimu od onoga u općinama. Naime, u sklopu ovakvog služenja mladići će se osposobljavati, stoji u predloženom pravilniku, za obavljanje temeljnih zadaća u sustavu civilne zaštite.

    To uključuje i traganje i spašavanje iz ruševina, traganje i spašavanje u poplavama, kemijsku, biološku, radiološku i nuklearnu zaštitu te zbrinjavanje u sustavu civilne zaštite. Služenje civilnog vojnog roka u Civilnoj službi uključuje osposobljavanje kroz nastavu na lokacijama u Jastrebarskom, Divuljama, i Bizovcu i kroz praksu odnosno specijalističko osposobljavanje i uvježbavanje.

    Dan ročnika na služenju u Civilnoj zaštiti započinjat će u 6 sati, odnosno sat vremena kasnije radnim danom i blagdanom, a na spavanje odlaze u 22 sata. Morat će redovito vježbati, a obroke dobivaju prema propisanom rasporedu. Bit će i postrojavanja – ročnici će na otvorenom prostoru sudjelovati u pozdravu zastavi. Nakon pozdrava zastavi, slijedi čitanje dnevnog rasporeda.

    U pravilu se osposobljavanje provodi danju, ali može i noću. Ročnici će morati sudjelovati u dežurstvima koja traju 24 sata. Osim učenja teorije i specijalističkog osposobljavanja, civilni ročnici morat će se brinuti o inventaru i higijeni zajedničkih prostorija, dakle čistiti WC-e i kupaonice, kao i učionice. Održavat će i okoliš objekata u kojem se održava njihova služba .

    Pravila ponašanja su jasna – civilni ročnici u Civilnoj službi ne smiju prakticirati ponašanje koje bi nekog vrijeđalo, omalovažavalo, kao i u zlostavljanju ili diskriminaciji. Strogo će im biti zabranjen svaki oblik sukoba, verbalne i tjelesne agresije.

    Civilnim ročnicima zabranjeno je konzumiranje alkoholnih pića te posjedovanje, uporaba i konzumiranje opojnih droga, psihotropnih tvari i drugih opojnih sredstava tijekom osposobljavanja. One za koje se sumnja da su to prekršili upućuje se na testiranje.

    Također, civilni ročnici u Civilnoj službi dužni su brinuti se o svojem vanjskom izgledu, uredno se šišati i brijati, a brkove i bradu, ako ih nose, uredno održavati. Moraju nositi i službenu odjeću. Što se tiče izlazaka, mogu izaći uz odobrenje voditelja. Izlasci se odobravaju subotom od 16 sati do 22 sata, a nedjeljom i blagdanom od 10 sati do 22 sata. Onima koji odlaze doma u drugi grad, izlazak se odobrava od petka u 16 sati do nedjelje u 22 sata. U izvanrednim situacijama moguće su i drugačije opcije.
