Ubrzano se naoružava već godinama, a kroz propagandni okvir unaprijed gradi izgovor za takav pokušaj i predstavlja ga kao "odbrambeni". Na teritoriji BiH, prvenstveno Federacije, već se više puta zadnjih mjeseci mogao vidjeti obrazac pokušaja da se pojedini protesti iskoriste i gurnu u pravcu potpune blokade. Danas se, po svemu sudeći, može jasno vidjeti da je Srbija iz faze naoružavanja prešla u novu fazu "proizvodnje prijetnje" i "legitimizacije odgovora". Prvo se kreira ili pojačava osjećaj da je mir ugrožen, zatim se kao racionalan odgovor nudi ubrzano naoružavanje, a onda se taj sigurnosni okvir politički povezuje sa stanjem u Bosni i Hercegovini.Srbija ne gomila samo oružje, nego paralelno gradi narativ u kojem je njegovo buduće korištenje unaprijed predstavljeno kao odbrambena nužnost.
