Pacijenti na pretrage čekaju i do tri godine

Povodom Europskog dana prava pacijenata, Hrvatska udruga za promicanje prava pacijenata uputila je oštro priopćenje u kojem upozorava na katastrofalno stanje s listama čekanja.

Dok resorno ministarstvo iznosi optimistične brojke, podaci Udruge utemeljeni na pritužbama građana pokazuju da više od 50 % pritužbi otpada na nedostupnost zdravstvene zaštite, što smatraju teškim kršenjem prava osiguranika.

“Liste čekanja za liste čekanja” Udruga upozorava na fenomen u kojem se pacijenti za određene dijagnostičke pretrage uopće ne mogu naručiti jer “nema termina”, čime se zapravo stvaraju liste čekanja za same liste.

Realnost na terenu pokazuje da pacijenti na termine čekaju od godinu dana, koliko čekaju onkološki bolesnici na kontrole, pa sve do nevjerojatnih tri godine za preventivne preglede. Posebno su istaknuti slučajevi onkoloških pacijenata koji su prisiljeni sami plaćati pretrage u privatnim klinikama kako bi preživjeli.

Zahtjevi za hitne promjene i refundaciju troškova Iz Udruge naglašavaju da HZZO sustavno odbija zahtjeve za refundaciju troškova kada pacijent pretragu obavi privatno, uz obrazloženje da “medicinski opravdan rok” nije jasno definiran zakonom. Zbog toga zahtijevaju:

Hitno propisivanje medicinski opravdanih rokova čekanja u javnom sustavu.

Obavezu specijalista da na nalazu jasno naznače rok u kojem se pretraga mora obaviti (npr. “u roku od 30 dana”).

Automatsko pravo na privatnu uslugu o trošku države ako sustav ne može osigurati termin unutar zadanog roka.

Sustav koji pogoduje privatnim poliklinikama Iskustva pacijenata potvrđuju potpunu nefunkcionalnost sustava. Navode se primjeri termina za UZV dojke tek 2029. godine te situacije u kojima nalazi magnetne rezonance zastarijevaju prije nego što pacijent uopće dođe do neurokirurga.

Ogorčeni građani smatraju da je zdravstvo srozano na niske grane te da organizacija sustava onemogućava čak i liječnike da kvalitetno obavljaju svoj posao, dok su pacijenti primorani plaćati dvostruko – kroz doprinose i privatne preglede.
